INTECSEA set to deliver Hong Kong's first ever Liquefied Natural Gas import facility

Client challenge

With its bright lights and heavy industries, Hong Kong has a thirst for energy. Gas is a critical component of Hong Kong’s energy mix, and security of supply is vital with most of the required gas imported via subsea pipelines from mainland China. As part of the government’s Climate Action Plan 2030, Hong Kong intends to substantially reduce its reliance on coal-fired generation. This means increasing its gas-fired generation of the total mix over the next decade. To prepare for this the city needs to build its very first offshore Liquefied Natural Gas (LNG) import facility.

Our solution

INTECSEA has been awarded the Front-End Engineering Design (FEED) scope for the project. The facility will be located in the southern waters off Hong Kong, south of Lantau Island and to the east of the Soko Islands. The FEED scope includes:

  • An offshore LNG receiving terminal comprising a fixed, double-berth jetty structure for a Floating Storage Regasification Unit (FSRU) vessel and LNG carrier vessel
  • Jetty topsides facilities to enable LNG transfer between the LNG carrier and the FSRU vessel, together with gas export into two subsea pipelines
  • Two new subsea pipelines and gas receiving facilities to transport gas to power generating facilities in Hong Kong.

INTECSEA will execute the work based out of our Singapore office using our clearly differentiated delivery model which fully integrates the capabilities of INTECSEA, Advisian, and WorleyParsons’ Global Delivery Centre (GDC):

  • Subsea pipelines and receiving facility engineering will be delivered by INTECSEA Singapore
  • Engineering for the fixed offshore structures will be delivered via our GDC in India
  • Topsides engineering will be delivered by Advisian Singapore
  • Advisian Melbourne will be delivering the marine engineering
  • Technical risk and safety, environmental engineering and approvals support will be delivered by Advisian Kuala Lumpur
  • Logistical support in Hong Kong will be provided by Advisian Hong Kong.

This award is a terrific example of collaboration across business lines and locations, and validates INTECSEA’s value proposition, particularly in the area of integrated multi-discipline engineering delivery.
